COP-27: agribusiness calls for government to cover advance in carbon market

BRASÍLIA - The Confederation of Agriculture and Livestock of Brazil (CNA) handed over to the federal government on Tuesday, 18, the positioning of the agricultural sector that will be taken to the 27th United Nations Conference on Climate Change (COP-27) in November. In the list of priorities, the national agro intends to charge measures that allow the effective operationalization of the carbon market - with billion-dollar potential and that promises to move the green economy in the world in the coming years.
Details of the proposal were presented by the president of cna, João Martins, ministers Marcos Montes (Agriculture), Joaquim Leite (Environment) and Carlos França (Foreign Affairs). In the document, the sector says that it is necessary to "evolve in the understanding of the parties (countries) on how to operationalize carbon market mechanisms" and recommends, to Brazilian negotiators, attention on the "qualification of negotiable carbon credits between countries and the rules of application of the global market".
Generally speaking, a carbon credit is a kind of certificate that attests that a ton of carbon is no longer emitted into the atmosphere. It can be generated through the regeneration of deforested areas, preservation of forests, generation of energy from waste, among others.
"The Confederation understands as fundamental to stimulate the development of projects that generate reductions and carbon stocks and that generate carbon credits that are accepted in the regular market," said CNA.
In Brazil, a group of companies began to prepare to act with voluntary carbon credit, which is one in which there is no obligation in the law to meet targets. A study by mckinsey consultancy points out that Brazil can dominate 15% of this sector by the end of this decade. The consultancy pointed out that this market can move about US$ 2 billion in Brazil, or more than R$ 10 billion, as early as 2030.
The previous meeting of agro representatives with the government is part of the construction of the agenda that Brazil is expected to present at the conference. At the meeting, the sector reaffirmed the main environmental commitments made by Brazil, such as the reduction of greenhouse gases by 37% by 2025 and 50% by 2030, in relation to the volume that was issued by the country in 2015.
It is part of the list of commitments to achieve zero illegal deforestation by 2028, reaching the neutrality of gas emissions by 2050. These are the goals assumed by Brazil in the Paris Agreement, through its Nationally Determined Contribution (NDC).
Brazil is still committed to reforestation up to 18 million hectares of forest for multiple use by 2030 and to reach between 45% and 50% of its renewable-based energy generation by 2030.
The CNA document was constructed from positions of the rural producers base, state federations of agriculture and livestock and rural unions. CNA President João Martins said that "5 million Brazilian landowners are ready to play their part within the ambitious nationally determined contributions proposed by Brazil under the Paris Agreement."
COP-27 takes place between November 7 and 18 and will be held in Egypt. International pressure for meeting each target is expected to increase due to the release of a more detailed report by the Intergovernmental Panel on Climate Change (IPCC) in February this year.
