Senate approves Brazil's treaty to reduce greenhouse gases

The Senate approved the bill that ratifies, in Brazil, the agreement to reduce the emission of hydrofluorocarbon gases (HFCs), which accumulate in the atmosphere and cause global warming. The substance is commonly used in air conditioners, aerosols, solvents and flame retardants.
The draft legislative decree ratifies the Kigali Amendment, signed in 2016 to amend the Montreal Protocol, in which countries pledged to replace the substances responsible for destroying the ozone layer. The agreement includes reducing the use of HFCs. Followed by Brazil since 1990, this treaty is the only multilateral treaty on environmental issues with universal ratification.
The rapporteur, Senator Mara Gabrilli (PSDB-SP), stressed that the private sector itself is willing to adopt new cleaner and more efficient technologies. And he lamented the delay of the Brazilian government in adhering to the treaty.
"We urgently vote on this amendment because its text was adopted in Kigali, Rwanda, on October 15, 2016, and not only for its objective, which is to gradually reduce the consumption and production of hydrofluorocarbons, which is very important, but above all, because it has already been ratified by 135 countries, and Brazil continues to postpone its ratification, among the last developing countries to do so.
Only Brazil and Yemen have not yet ratified it," she said during the session that approved Brazil's treaty.
Mara Gabrilli also pointed out that the National Confederation of Industry advocated the protocol's adhering to the protocol for the direct impact on energy efficiency, competitiveness, commercial insertion and technological development. The project proceeds to enactment.
