Biden announces actions against climate crisis, but does not confirm emergency statement against what he called an "existential threat"

The President of the United States, Joe Biden, announced on Wednesday (20) a series of executive actions to deal with climate change, after his legislative agenda faced a setback in Congress. Biden said additional steps will follow soon, though U.S. policy analysts point out that lawmakers are unlikely to move forward on the issue.
Announced by the president, $2.3 billion is the largest ever for a "green" infrastructure program in the United States. In addition, the government must finance the offshore wind energy industry (i.e. at sea). Biden, however, did not decreed a federal emergency because of the weather. That was the expectation of some of the members of his own party, the Democratic Party. He announced, however, that he will promote more executive actions in the coming weeks.
Last week, senators rejected Democrats' plan to fight climate change and raise taxes on Americans and wealthier corporations through a political package. Biden needs the support of all 50 Democratic senators to use a legislative maneuver that would prevent Republicans from blocking the package.
"This is an emergency," Biden said, suggesting a national emergency declaration he can make to unlock federal resources.
On a visit to a former factory in the state of Massachusetts, Biden said climate change is an existential threat to our nation and the world and that since Congress will not act in this emergency, then he will, according to a U.S. government official.
