Project wants to tax export of grains and meat from Brazil

A bill was presented in the House of Representatives that provides for the collection of taxes on exports of grains and meat from Brazil in the event of shortages in the domestic market. The proposal number 1586/2022 is signed by representatives of the workers' party bench and amends a decree dealing with the adoption of export taxes in the country.
Currently, the text says that it is up to the Executive Branch to define which items will be taxable, without specifying the product. The new proposal maintains the attribution to the Executive, but establishes soybeans, corn and rice as items that can be taxed when public inventories are with volumes below 10% of the forecasts of national consumption of these products. In addition, the project includes beef, pork and chicken in situations of threats to the regularity of domestic supply.
According to the text, the project aims to correct a contradiction: the abuse of food volumes exported by the country in a context of systematic situations of price volatility and insufficient domestic supply of these products.
The proposal also highlights that it is relevant to expand Brazil's presence in the global food market. But as long as they are satisfied, first of all, the demands for food by the Brazilian population.
In a statement, the Parliamentary Front of Agriculture (FPA) expressed opposition to the project, claiming that the assessment that Brazil's exports would be more important than supply in the domestic market was mistaken.
