The plenary of the House approved, on the night of Wednesday (9), a request submitted by the leader of the government, Deputy Ricardo Barros (PP-PR) for the Bill 191/20, which deals with mining on indigenous lands, proceed so that the Bill 191/20, which deals with mining on indigenous lands, proceeds in an emergency regime. The application was approved by 279 votes to 190.
When I announce that the vote on the application, the Mayor, Arthur Lira (PP-AL) said that the proposal will be analyzed by a working group and will only be included on the agenda in April, after an agreement between leaders of the base and the opposition.
According to Lira, the group will consist of 20 parliamentarians, 13 members of the majority and 7 of the minority. "[There is a] deadline set among the leaders of 30 days for the project to come to plenary in the first half of April, about 12 and 14," he said.
For the leader of the government, the proposal consolidates an issue already established by the Constitution.
"Congress has been tasked by the Constitution to regulate exploitation on indigenous lands, we are fulfilling, years of delay, the Constitution," he said.
Barros added that mining on indigenous lands is a reality that needs to be regulated and supervised.
"We see the horrendous scenes, the images of the rivers of the Amazon that are already explored by illegal prospectors. Without a license, there is no supervision or obligation of environmental reconstitution." The government leader also said that the approval of the urgent request is the first step in the discussion of the topic by the working group.
The opposition criticized the decision to vote on the urgency of the bill on Wednesday. For the leader of the PT, Deputy Reginaldo Lopes (PT-MG), the theme should only come to the agenda after the discussion in the working group. "During the meetings, even the leaders of the government base expressed disagreements about the text," he said.
The representative of the Network, Mrs Joenia Wapichana (RR), said that the bill violates the rights of indigenous populations. "It will lead to death, the devastation of indigenous lives and lands. You can't put a threat of a lack of fertilizer to authorize mining on indigenous lands, but these mines [of materials used in fertilizer manufacturing] are not in the Amazon, they are in São Paulo and Minas Gerais," he said.
